Hayward is evil, and we know that from the start. He has always been a suspicious character to all due to his unnatural decision making and him constantly antagonizing Wanda. But this whole time, Hayward had a plan. He had all of this planned to get his hands on the sentient weapon, Vision, and re-build it without any memories.

And now, Hayward has accomplished what he intended to do. To create sentient weapon from a three billion dollar of Vibranium Avenger, to use it against Wanda and her fake reality. White Vision is a different form of Vision which ties directly from the Marvel Comics.
White Vision is a version of Vision introduced in the "Vision Quest" in West Coast Avengers issue #42 to #50. In this story-line, Wanda moved to the suburbs with Vision with their kids. But Vision ended up being abducted and dismantled. He was later on brought back online with no memories. This version of Vision also had no human emotions and so he would never feel love, care, hatred etc, almost like a Terminator.

Now how will it effect in WandaVision and rest of the MCU? With only the finale left to air for the episode, a lot of things are yet to explained alongside this White Vision. What is this myth of Scarlet Witch? Besides, we still haven't properly seen superhero Monica Rambeau in action. So what does it mean for the finale of the show?
With Hayward launching to attack Wanda in Westview with the White Vision, we could see a face-off between the Vision inside the Hex and the White Vision alongside some understanding scenes between Agatha and Wanda. Wanda reliving her past trauma might bring her to understand life and love, which was helped indirectly by Agatha. So, Wanda will also have to fight White Vision in order to conclude her this part of life and remove every sorrow she had. Re-killing Vision and seeing his death for the third time would definitely put Wanda is breakdown yet again but this time, she might stand up for herself.
