According to recent reports from XDA Developers, Android Google TV app may soon get a built-in remote control. The feature was discovered in the code of Google TV version 4.25. The feature isn't available yet but Mishaal Rahman from XDA Developers manually enabled it.
The feature has unfinished interface built around a large D-pad. There is also an option to pair the app with an Android TV device using a 4-digit PIN. The feature looks very basic atleast for now.
Google is working on integrating the Android TV Remote Control app into the Google TV app. Here are some screenshots of the feature, which is not yet available in version 4.25. (Surprise, surprise...it's exactly as you'd expect.) pic.twitter.com/73iqX6FRJd

The feature was tested on a couple of devices. It currently doesn’t work with NVIDIA’s SHIELD TVs.
Google TV app will most likely replace the Android TV Remote Control app, which hasn’t been updated in years. That app was available for both Android and iOS users. So it may receive additional capabilities before it rolls out to users, like voice input support, a touchpad, and keyboard support.
